Cursor all the way. Been using it for 6 months – its basically VS Code with AI baked in.
The GPT-4 integration is seamless. Tab completions are scary good.
Windsurf is newer, still catching up. CoDev is from Amazon, okay but not as polished.

Vercel is the best for portfolios. Free tier is generous, automatic SSL, custom domain works out of the box.
